A crash closed a lane of the A31 between Alton and Farnham near the Hen and Chicken services at Froyle during the Wednesday morning rush-hour.
The police were called at 7.59am to reports of a collision involving a blue VW Golf and a white van.
The VW had spun around onto the central reservation, and the police confirmed minor injuries were reported.
The lane closure caused long tailbacks on the eastbound carriageway, with traffic queuing from the Holybourne roundabout. But the road has since fully reopened.
Visibility is limited because of heavy fog, but there is no suggestion at this stage weather was to blame.
The rush hour turned to a go-slow for motorists elsewhere too this morning with fog patches causing isolated problems around East Hampshire and Surrey.
Long queues were also reported on the northbound A3 between Petersfield and the Ham Barn junction.
